. our board of supervisors comment david chiu, thank you very much. david campos, thank you for being here. he is our adopted asian brother. we have so many of our state representatives here. so many of you are here. i have spent all night announcing your names, but they did not give me the full list. i will say thank you on behalf of our city. from sacramento, los angeles, from all the communities in between, thank you for coming to our fantastic city to celebrate our asian-pacific heritage month. it is my pleasure to also provide you with a warm welcome and thank you for somebody who worked on this idea to bring everybody here to san francisco, my very good friend. thank you. where are you? when we first talked about this, we said there had to be the place where everybody felt comfortable. there had to be a place where we could feel the excitement of all very different asian american groups. we had to have a place where something wonderful had been accomplished. a leadership change, one that we never thought in our lifetimes. by the way, as you know, i never thought in our lifetimes

city. it was dramatically different. there was no such thing as a so-called progressive, david campos. there was no such thing as somebody in that category. george moscone, philip burton, represented that which we all now richly enjoy. george went on to become a state senator. and in that capacity, scott, it was george moscone who shepherded the bill that removed criminal penalties between consenting adults in this state that cost people their positions as teachers, as doctors, as nurses, as lawyers in those days. it was a bill that we orchestrated together. and george did what has never been done since, and that is cause the senate to hookup in a 20 to 20 tie in the late dimely was flown in from colorado to break the tie to give us that bill. that set the stage, scott, for all the things that have occurred in this state, and ultimately in this nation on the issue. i must tell you that george moscone was extraordinary. [ gavel ] supervisor david campos? >> thank you very much, madame chair. and i want to thank all of the members of public who have come out to speak on this item. i also want to note that we have in the audience former supervisor tony hall and it's good to welcome a former member of this body here. i will keep my comments very brief, because i think that everything that has been said, that needs to be said about this matter has been said by the tenants themselves. and i especially wanted to thank the tenants and the residents of not just sro hotels, but different units in the city that have come forward to shed light on this issue. i also want to thank supervisor kim and her staff, who have been dealing with this issue from the moment that she got elected. and i think that this legislation is in many respects, you know, not the culmination, but it adds to the body of work that already has been done and we need to continue to monitor this. so i'm very proud to be a co-sponsor. i think it's one of those pieces of

[speaker not understood] on behalf of supervisor david campos. the legislation before you amends the city's parking enforcement laws under the business and tax code. it reduces the bonding requirement for operators that have a strong record of tax compliance and simplifies the bonding categories. additionally, the legislation includes other clarifications and administrative changes that ms. florence mar who manages the business tax section of the treasurer and tax collector's office will present on. supervisor campos introduced this legislation after hearing from small parking operators that were having a difficult time meeting the high bonding requirements and larger operators that have operated in good faith with a proven record of responsible third-party tax collection. the sfmta has informed us that their staff has reviewed the legislation and has no concerns and chris schulman is here from the office of small business who will represent the small business commission's findings. i'll now turn over the presentation to ms. mar. thank you. >> good a
